Emergency Alerting in Manitoba Policy

EMO is the provincial aggregator for the National Public Alerting System in Manitoba. EMO has the capability to issue broadcast interrupted emergency messages through radio and television where and when required. The Manitoba Emergency Management Organization (EMO) mandate is drawn from The Emergency Measures Act, which requires Manitoba EMO to oversee all aspects of preparedness in the province, as well as manage, direct and coordinate the response of all departments to a disaster.

Manitoba EMO complies with standards and policy in the implementation of the provincial emergency alerting program and works with provincial departments and local authorities to issue emergency alerts to the public through the National Public Alerting System (NPAS).

National Public Alerting (NPAS)

The National Public Alerting System (NPAS), also known as Alert Ready, is a Federal/Provincial/Territorial initiative that provides emergency management organizations throughout Canada with a standard alerting capability to warn the public of imminent or unfolding risks to life safety through radio, cable and satellite television, websites to compatible wireless devices.

• You cannot opt out of receiving these alerts on your wireless devices. However, not all Manitobans will receive the emergency alerts on their wireless device due to device, network, coverage or software compatibility issues. 
• Alert Ready is capable of delivering emergency alerts to broadcast distributors to warn the public of immediate or potentially life-threatening events including tornadoes, floods, wildfires and bio hazards.
• Manitoba EMO and Environment and Climate Change Canada (ECCC) are authorized alerting authorities in Manitoba actively issuing emergency alert messages to Manitobans through Alert Ready.
